(a) It is not permissible at any time to sweep, blow, or otherwise place or dispose of grass or vegetation clippings, branches, leaves or other yard waste onto sidewalks, streets, curb gutters or other public rights of way.
(b) No owner or other person having care of or being in control of property shall allow grass or vegetation clippings, branches, leaves or other yard waste to accumulate onto sidewalks, streets, curb gutters or other public rights of way without properly disposing of said yard waste.
(c) Whoever violates this ordinance shall be guilty of a minor misdemeanor. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
