No person shall, in any manner, obstruct or cause to be obstructed any fire hydrant or plug, or place or cause to be placed in or upon any public place or street of the City within ten feet of any fire hydrant or plug, any material, dirt, snow or other substance so as to obstruct the use of the hydrant or plug.
