1363.01 CONSTRUCTION REQUIREMENTS.
   (a)    All signs, advertising devices or related structures shall be so constructed and attached as to be able to withstand any usual or unusual force, stress, strain or weight.
   (b)    No sign, advertising device or related structure permitted to be erected or maintained shall be used in any way or for any purpose which obstructs the line of sight of traffic or any traffic device, endangers the public safety or unreasonably disturbs the public peace, health or welfare.
   (c)    No sign or billboard shall be erected, repaired, altered or moved unless it is brought into compliance with the requirements of this section. This section shall not prevent repairing or restoring to a safe condition any part of the structural support of any sign or approved alterations of copy or maintenance operations performed thereon. Any sign or billboard or any substantial part thereof now existing which is blown down, destroyed, taken down or removed, shall not be re-erected, reconstructed, rebuilt or relocated unless it complies with this section.
   (d)    Nothing in this section is intended to prohibit the erection of duly authorized signs or related structures by the Federal, State, County or local government.
