Whenever, in any zoning district established under this Zoning Code, a use is neither specifically permitted nor denied and an application is made by a property owner to the Planning Commission or Director of Public Safety for such use, the Planning Commission shall have the authority to permit or deny the use. The use may be permitted if it tends to conform with permitted uses in the zone. The use shall be denied if it is not in conformity with permitted uses in the zone.
