A Board of Zoning Appeals is hereby established which shall consist of five members. Four of the members shall be residents of the City, appointed by the Mayor; one shall be a member of the Planning Commission, appointed by the Commission. The term of office of the members appointed by the Mayor shall be four years, except that the term of one such member of the first Board shall be for three years, one for two years and one for one year. In case any vacancy occurs in the membership of the Board it shall be so filled in the manner of the original appointment. The Board shall elect its own Chairman for a one-year term at the first meeting of each calendar year. The presence of three members shall constitute a quorum, and the concurring vote of three members shall be necessary to pass upon any matter before the Board. The office secretary of the Planning Commission shall serve as Secretary of the Board.
