Each member of Council shall be present at all regular and special meetings. A proportionate reduction in salary shall be made for the nonattendance of any member at any regular or special meeting of Council. However, two-thirds of the members elected to Council may excuse any member from attendance at any regular or special meeting, and when so excused, no reduction in his salary shall be made for such nonattendance.
