717.04 LICENSE ISSUANCE; LICENSE NOT TRANSFERABLE.
   The Mayor may issue a canvasser's or solicitor's license if he is satisfied with the
character of the applicant. The license shall not be transferable, nor shall it be used by any person other than the licensee, his employee or agent.
