No person in charge of or in control of any private property, whether as owner, tenant, occupant, lessee or otherwise, shall allow any automobile parts, scrap metal, junk or inoperable vehicle to remain on such property longer than ten days after receipt of a written notice from the Police Department to remove the inoperable vehicle, automobile parts, scrap metal or junk from the property. However, this section shall not apply to automobile parts, scrap metal, junk or an inoperable vehicle in an enclosed building, shed or other enclosure, specially designed for the purpose of storage of such material unless the same should become a nuisance.
