No ordinance amending or supplementing the Codified Ordinances shall be passed by Council until it has been submitted to the Director of Law, who shall assign to such ordinance a section number or numbers corresponding to its logical position in the Codified Ordinances. He shall further determine if such amendment or supplemental section conflicts with any provision of the Codified Ordinances, and if so, prepare and insert a clause in the proposed ordinance to repeal the conflicting provisions.
