(a) No person shall use any street or sidewalk area, including the lateral strip area between the street and the sidewalk, for the display or sale of merchandise or for any advertising display, except for any duly designated sidewalk sale days, to be determined by the Director of Public Safety at the request of the downtown Business Association or the Martins Ferry Area Chamber of Commerce. A five-foot walkway shall be maintained at such times.

(b) Whoever violates this section is guilty of a minor misdemeanor.
