In order that a license to operate a private club be granted by the City, the applicant shall be required to obtain a license from the West Virginia Alcohol Beverage Control Commissioner and to exhibit the license to the Collector of the City or his duly appointed representative. Upon presentation of the license, the Tax Collector of the City, or his duly appointed representative, shall issue a license to the applicant, which license, together with the State license, shall be kept on display by the licensee in a prominent place on the actual premises wherein the private club shall be located.
