(a) Rates, fees and charges imposed, levied and assessed pursuant to and in accordance with this article shall be collected in the same manner as municipal taxes and fees of the City are collected under the statutes of the State of West Virginia either by the sheriff of Berkeley County, West Virginia, in which case the City shall reimburse and pay the sheriff of the county for the collection of such rates, fees and charges and the same fees and collections as are provided in West Virginia Code Chapter 11A, or the fire protection fees shall be collected by the City tax collector or his duly appointed or designated representative.
(b) In the event that any of the agencies required to make collections of the rates, fees and charges shall fail, neglect or refuse to make any such collections, then Council by proper rules and regulations shall establish such other method or methods for making such collections as it may deem proper.
