The rates, fees and charges levied and assessed under the provision of this article shall be a debt due to the City and shall be a personal obligation of the property owner and user of the special and essential service of fire protection.
No person shall refuse to pay the rates, fees or charges provided for herein or for any person to aid to abet another person to avoid the payment of such fees or charges imposed.
