The rates, fees and charges imposed, levied and assessed by this article shall be in addition to all other licenses and taxes levied by the statues of the State of West Virginia or by the ordinances of the City of Martinsburg and the payment thereof shall be a condition precedent to the use and enjoyment of the special and essential service of fire protection within the City.
