(a) On the business of conducting a steam laundry within the corporate limits, and in making collections and deliveries of laundry, the annual fee shall be fifteen dollars ($15.00).
(b) On the business of collecting and delivering laundry within the corporate limits of Martinsburg for the benefit of any laundry operating outside of the limits of Martinsburg, the annual fee shall be fifteen dollars ($15.00).
(c) On the business of conducting a laundry within the corporate limits of Martinsburg where no collection or delivery is done or made, the annual fee shall be fifteen dollars ($15.00) plus fifty cents ($0.50) for each washer and dryer machine.
(d) On the business of conducting any laundry business for the collection and delivery of coats, covers, towels, uniforms and other similar articles to be cleaned and laundered outside of the corporate limits of Martinsburg, the annual fee shall be fifteen dollars ($15.00).
