All ordinances of the City imposing license taxes or fees, including all taxes imposed on the property, including dogs, and the specific tax commonly known as the "Consumer's Sales Tax" on the sale of intoxicating liquors, for the benefit of municipalities, shall remain in full force and effect, notwithstanding any of the provisions of this article; and no provision of this article shall affect any act or offense committed or done, or any penalty or forfeiture incurred, or any prosecution or proceeding pending at or on the day after passage of this article.
