The purpose of this article is to promote the safety and welfare of the citizens of Martinsburg, West Virginia, by prescribing procedures which will assist in the reduction of burglaries and thefts by curtailing the disposition of certain stolen property and which will assist in identifying that stolen property so that it may be returned to its owners.
