The Council shall hold regular meetings on the first Thursday of each month of the year and such special meetings as the business to be transacted may require, at such time, place or places in the City as the Council shall, from time to time, ordain or appoint, and the Council shall have power by proper ordinance or resolution, entered of record, to vest in any officer of the City, or any member or members of their body, authority to call special meetings and in like manner prescribe the mode in and by which such special meetings shall be called.
All questions put, except as to such matters as are herein otherwise provided, shall be decided by a majority of all members present. No business shall be transacted at any special meetings of the Council unless specifically mentioned in the call for such meeting.
