On or after December 1, 1991, no person shall engage in the City of Martinsburg in any act as a contractor as a contractor defined in West Virginia Code, 21-11-1 et seq., unless such person holds a license issued under the provisions of West Virginia Code, 21-11-1 et seq. No firm, partnership, corporation, association or other entity shall engage in contracting in the City of Martinsburg unless an officer thereof holds a license issued pursuant to this article and to the provisions of West Virginia Code, 21-11-1 et seq.
