For the purposes of this article, the following terms, phrases and words shall have the meaning given herein. When not inconsistent with the context, words used in the present tense include the future, words in the plural number include the singular number, and words in the singular number include the plural number. The word "shall" is always mandatory and not merely directory.
(a) "City" means the City of Martinsburg.
(b) "Council" means the City Council of Martinsburg.
(c) "City Manager" means the City Manager of Martinsburg.
(d) "False alarm" means any alarm signal or message initiated and transmitted through an alarm system to the Martinsburg City Police Department or to the Berkeley County Central Dispatch office soliciting response by the Police Department when the factual necessity for such response does not in fact exist, however caused, excepting by acts of God.
(e) "Monitoring system" means the intrusion alarm monitoring or receiving system at the Martinsburg City Police Department.
(f) "Person" means any person, firm, partnership, association, corporation, company or organization of any kind.
(g) "Regulations" means such regulations promulgated by the City Manager necessary to carry out the provisions and intent of this article.
(h) "Subscriber" means any person, firm, partnership, association, corporation, company, political subdivision, taxing authority or organization of any kind, having a protective alarm system connected to the monitoring system at the Martinsburg City Police Department.
