(a) Commemorative signs may be placed upon poles erected by the City of Martinsburg for the purpose of displaying street and directional signs, subject to the following provisions:
(1) No commemorative sign shall be so placed until such placement has been approved by Council.
(2) Commemorative signs shall be displayed, if approved by the City Council, for a period of ten years, after which time the sign shall be removed by the City of Martinsburg and returned to the person or organization which presented the commemorative sign to the City for display. A commemorative sign may be displayed for a longer period of time if approved by Council.
(b) "Commemorative sign" means a sign commemorating a living person, organization, group of individuals, animals or an event.
