Sec. 17. Prohibited.
   If any officer, or Councilman, shall in any way become personally interested in any contract for labor, work, material or articles of any kind, done, performed or purchased for said City in any contract awarded after competitive bids, to which said City shall be a party, he shall be deemed guilty of a misdemeanor and shall be fined not to exceed five hundred dollars ($500.00) or imprisoned not to exceed three months, or both fined and imprisoned at the discretion of the court, and the judgment of conviction shall operate to vacate his office, and the judgment shall so state, and it shall also operate to render such contract void and no money shall be paid thereon. Jurisdiction to try, determine and sentence for a violation of this section is hereby conferred upon the Circuit Court of Berkeley County.
