In the event such noxious, deleterious and unhealthful growths of weeds, grasses, vegetation and brush are cut by either method provided in Section 549.04
, the charge therefore shall become a lien against the property in favor of the City, and notice of the lien shall be filed in the office of the clerk of the county court of Berkeley County, West Virginia.
