No person, except with the permission of Council or except with the authorization of the City Manager or City Engineer as hereinafter set forth, shall cut, mark, injure, disfigure, or destroy any shade or ornamental tree in any public square or in any park, street, or alley of the City. The City Manager and City Engineer are each authorized to permit any person or to order City employees to trim trees so located on City property for the purpose of preventing damage to public or private property, or for the purpose of seasonal pruning or for the purpose of preventing interference with utility poles or lines.
