No person shall keep, maintain or allow any abandoned or currently used water well or cistern upon any land in which such person has any right to possession as owner, tenant, or otherwise, which does not have affixed thereto, a cover of sufficient strength to prevent any person from accidentally falling into such water well or cistern.
