Sec. 15. Election and term of Councilmen.
   On the second Tuesday in June, 1994, there shall be elected one Councilman from each ward of the City, as constituted under the Charter. One Councilman so elected, in each of said five wards shall hold his office for the term of two years from the first day of July, 1994. Those councilmen elected from each ward for a four year term who began serving their term of office on July 1, 1992, shall serve out their term of office thru June 30, 1996. On the second Tuesday in June, 1996, there shall be elected one (1) Councilmen from each ward of the City, as constituted under the Charter; One Councilman so elected, in each of such five wards shall hold his office for the term of four years from the first day of July 1996. At each election thereafter, five Councilmen, that is to say, one from each ward, shall be elected by the qualified voters thereof for the term of four years from the first day of July following his election.
   On the second Tuesday in June, 1994, there shall be elected two Councilmen at large, by the qualified voters of the entire City, for the term of two years from the first day of July, 1994. On the second Tuesday in June, 1996, there shall be elected two Councilmen at large, by the qualified voters of the entire City, for the term of four years from the first day of July, 1996, and at each election thereafter two Councilmen at large shall be elected by the qualified voters of the entire City for the term of four years from the first day of July following their election.
