Sec. 3. Division of City.
   Within twelve months after the adoption of this Article the Council of the City of Martinsburg shall be, and it is hereby required, to redistrict and reapportion the City into five (5) wards each to have within its boundaries, as nearly as shall be practicable, an equal or one-fifth (1/5) proportion of the population of the City, which wards shall be compact and all parts of which shall be contiguous; and further required to reapportion and redistrict the voting precincts of the City in a like manner and so as to conform to the said ward boundaries; and further required to redistrict and reapportion both wards and precincts on a like basis again in the year 1973 and at least once each ten years thereafter; and from the time of said first redistricting and reapportionment, the City shall consist of five (5) wards. Council shall, by ordinance, delineate the boundaries of such precincts and wards from time to time in accordance with this Article, and upon the annexation and incorporation of any additional territory, Council shall forthwith, by ordinance, designate into which ward or wards and/or precinct or precincts the annexed or incorporated territory shall be placed. Provided, however, that until the redistricting and reapportionment, as hereinabove set forth, has been accomplished, Article III as in effect at the time of adoption of this Article shall remain in force and effect and all municipal officers elected at the general municipal election held in the year 1966 shall remain in office until the next general election held in the year 1968 and the qualification of their successors.
