(a) No person shall ride or propel a bicycle upon any street or other public highway in the City or upon any part thereof without first having secured a proper license tag for such bicycle as provided in this section.
(b) Any person desiring a bicycle license tag shall file an application therefor with the Police Chief upon a form to be approved by Council.
(c) An application filed shall be accompanied by a fee of fifty cents ($0.50), which shall, upon the granting of a license pursuant to such application, be paid into the City Treasury.
(d) Upon receipt of an application in proper form, accompanied by the requisite fee, the Police Chief shall provide, at the expense of the City, and issue to and in the name of the applicant a proper license tag which the owner of the bicycle shall cause to be attached to the frame of the bicycle in a substantial manner.
(e) No person shall ride or propel a bicycle upon any street or other public highway in this City or upon any part thereof unless a license tag, issued as provided in this section is attached to such bicycle.
(f) The removal of any license tag attached to a bicycle, except by proper authority, shall be unlawful.
