No person shall sell or issue to any person a permit for the use of a private parking space for vehicles on any street or alley of the City for the exclusive use of such person; subject, however to the following exceptions:
(a) A temporary permit for the exclusive use of a parking space by a particular person may be issued, upon application and approval of the City Recorder or the Parking Facilities Board, at the rate of four dollars ($4.00) per day per bag.
(b) A monthly parking permit may be issued, by the City Recorder or the Parking Facilities Board, to medical doctors and judicial magistrates, at the rate of twenty dollars ($20.00) per month.
