No person in control of a motor vehicle shall park the same on any street designated by the City Manager to be swept; provided, however, the City Manager shall first cause to be published a notice of street sweeping operations containing the streets to be swept, the day of the week they will be swept, and the period of time that no-parking ban shall be in effect.
