The County Parks and Recreation Board shall organize, adopt and promulgate rules and regulations for the conduct, administration and management of the recreation program. In the case of a joint recreation program sponsored by two or more governing bodies, such rules and regulations shall be made subject to the approval of the respective governing bodies. Such rules and regulations shall be submitted to the respective governing bodies for approval not later than forty-five days from the date of appointment of the Board.
