137.02 MEMBERSHIP; SERVICE WITHOUT PAY.
   The Historic Landmarks Commission shall consist of not less than five members, and not more than nine members, to be appointed by the Mayor and approved by Council. The first commissioners shall be designated as follows: two to serve a three- year term; two to serve a two-year term; and one to serve a one-year term. Thereafter the vacancies shall be filled for the unexpired term of any commissioner that has not completed his full term, and for commissioners that have served their full term for three years, by persons who shall be appointed for three years. Such commissioners shall serve without pay but shall be reimbursed for all reasonable and necessary expenses actually incurred in the performance of their duties.
