(a) Whenever the Planning Commission shall have agreed upon a plan for the development of the City, or any portion thereof, such plan or plans shall be first submitted to the Mayor and Council for consideration, action and approval.
(b) Upon the approval of any such plan by the Mayor and Council, it shall thereafter be adopted by the Planning Commission and no departure or amendment, addition, extension or alteration thereof shall be thereafter made, except by the Planning Commission with the approval of the Mayor and Council.
(c) Upon approval and adoption of such plan, it shall be kept on file in the office of the City Recorder and an endorsed copy thereof shall be filed in the office of the Clerk of the County Court.
