135.05 PROMULGATION OF RULES AND REGULATIONS.

The Planning Commission shall have the power to promulgate, subject to the approval of Council, rules and regulations to effectuate the powers and duties of the Planning Commission as provided for in this article. No person shall fail, neglect or refuse to comply with such rules and regulations.
