The five members of the Planning Commission, all of whom shall be City citizens, taxpayers and residents shall be nominated by the Mayor and confirmed by Council. The members of the Planning Commission first appointed shall serve respectively for terms of one year, two years and three years, divided equally, or as nearly equal as possible between those terms, thereafter the members of such Planning Commission shall be appointed for terms of three years each. Vacancies caused by death, resignation or otherwise shall be filled by appointment by the Mayor and upon confirmation by Council for the unexpired term only.
