The Chief of the Fire Department shall promulgate rules and regulations for the regulation and control of the Fire Department and for the fighting and extinguishment of fires, which rules and regulations shall be approved by Council. Copies of such rules and regulations shall be posted at each fire station and filed with the Recorder. No person shall fail, neglect or refuse to comply with such rules and regulations so promulgated and approved.
