The Chief of the Fire Department shall have general control, supervision and authority over all the officers and men of the Fire Department of the City and shall have and exercise all of the powers conferred upon chiefs of police generally. The Chief of the Fire Department shall, however, be subject to the control of the City Manager and Council and shall make regular monthly reports of the activities of the Fire Department to all regular meetings of Council.
