The Chief of Police shall promulgate rules and regulations for the regulation and control of the Police Department, which rules and regulations shall be approved by Council. Copies of such rules and regulations shall be posted at the police station and filed with the Recorder. No person shall fail, neglect or refuse to comply with such rules and regulations so promulgated and approved.
