(a) All real or personal property given or donated by any person, party or entity for use by the City of Martinsburg or City employees in the course of or as part of their employment with the City of Martinsburg shall be used by the City or its employees only if donated to, given to and titled in the name of the City of Martinsburg.
(b) This section is not applicable to property leased to the City of Martinsburg.
