If a permanent vacancy occurs in the office of Mayor due to death or resignation of the Mayor, the Mayor Pro-tem shall be sworn in and assume the office of Mayor for the Mayor's unexpired term. Whenever the Mayor Pro Tem succeeds to the office of Mayor for the remaining portion of the Mayor's unexpired term, it shall create a vacancy in the Council, which vacancy shall be filled in accordance with the provisions of the City Charter for the remainder of the unexpired term for the office which the Mayor Pro Tem was previously serving prior to assuming office of the Mayor.
