111.32 ROBERT'S RULES TO GOVERN WHEN NO OTHER RULE APPLIES.

Whenever the rules established by this article are not clear or complete for the conducting of a Council meeting, Robert's Rules of Order Revised, Seventy-fifth Anniversary Edition as published by the Scott, Foresman and Company, shall be controlling.
