There is created, pursuant to W. Va. Code Chapter 8, Article 33 (W. Va. Code § 8-33-1 et seq.), a municipal building commission to be known as the Martinsburg Building Commission, which shall be a public corporation having perpetual existence and, except as hereinafter expressly limited, shall have all of the power and authority provided in W. Va. Code Chapter 8, Article 33 (W. Va. Code § 8-33-1 et seq.), for such a commission.
