111.23 FIRST READING OF PROPOSED ORDINANCES.
   The first reading of an ordinance proposed at a meeting of Council shall be for information and, if objections be made, the question shall be: "Shall the proposition be rejected?" If no objection be made or the question to reject be lost, the ordinance shall go on to a second reading without further question; after which it shall be subject to amendment or debate.
