On any retail sales business, except for yard sales or non-profit or charitable or church or religious sponsored business or enterprise, operation of a total of three days or less in the City of Martinsburg within the fiscal year July 1 through June 30, the annual business license fee shall be ten dollars ($10.00). Any business, enterprise, individual or group claiming to be exempt from payment of the business license fee as set forth in this section shall be required to present written evidence establishing such exempt status to the Office of the City of Martinsburg Recorder Office in order to qualify for such business license exemption.
