   111.14 ORDER OF PROCEEDINGS GENERALLY.
   The order of proceedings at the meetings of Council shall be as follows:
   (a)   Approval of minutes of prior meetings.
   (b)   Petitions presented by citizens.
   (c)   Unfinished business.
   (d)   Reports of municipal officers.
   (e)   Submission of business by Councilmen.
