111.13 MAKING AND SECONDING OF MOTIONS; WITHDRAWAL.

When a motion is made and seconded, it shall be deemed to be in the possession of Council, and shall be stated by the Mayor, or being in writing, read by the Clerk, previous to debate. Such motion may be withdrawn at any time before decision or amendment, by the consent of Council.
