111.06 MEMBERS SPEAKING TO COUNCIL.
   When a member of Council is about to speak at a meeting of Council, he shall rise, and respectfully address himself to the Mayor. The Mayor shall pronounce the name of the member entitled to speak, where more than one member claims the right at the same time; provided, however, that no member shall speak more than three times on the same question without leave from Council.
