   111.05 PROCEDURE IN ABSENCE OF MAYOR.
   In the absence of the Mayor, Council may appoint a chairman or presiding officer, by a vote of a majority of the members present, who shall exercise all the powers and discharge all the duties pertaining to the office of the Mayor.
