(a) On the eighth working day after the close of candidate filing, beginning at 9:00 a.m., a drawing by lot shall be conducted in the office of the City Recorder to determine the candidate position on the City of Martinsburg General Election ballot. The City Recorder shall superintend and conduct the drawing. For purposes of drawing for ballot positions, vacancies shall be placed at the bottom of the list and are not included in the drawing.
(b) The final day of filing shall not be included when calculating eight days and working days shall be defined as days the City Recorder’s office is open.
