All persons before proceeding with the construction, subconstruction, enlargement, alteration, repair or removal of any building or any other structure in the City for which a permit is required pursuant to the State Building Code, and the Martinsburg Zoning Ordinance, shall obtain such permit and the fees collected by the City Planner and turned over to the City Recorder and deposited in the general account.
